Description

The State University Construction Fund (SUCF) is seeking Statements of Qualifications (SOQs) from consultants to provide design and construction administration services for the Construct New BioTech Multidisciplinary Research Building project at the State University of New York at Stony Brook. The Project will construct a new, approximately 68,000 GSF, state-of-the-art BioTech Multidisciplinary Research Building, directly connected to the Medical and Research Translation (MART) Building, designed to expand biomedical research capacity and support healthcare innovation. The facility will consist of a new five-story, slab-on-grade research building with a mechanical penthouse supporting building infrastructure systems and will provide flexible laboratory environments and specialized infrastructure to support basic, translational, clinical, and computational research. Specialized research spaces will include open-concept biomedical laboratories, cell culture rooms, terminal rodent procedure rooms, environmental and cold rooms, heavy equipment bays, centralized fume hood alcoves, and glassware wash and autoclave facilities. Building infrastructure will include laboratory gas distribution, reverse-osmosis/deionized water systems, and high-efficiency laboratory exhaust systems. The building will support research programs in Artificial Intelligence in Medicine (AIM), advanced therapeutics and theranostics, healthy aging, neuroscience and pain research, and cardiovascular and kidney disease research. The facility will also provide faculty offices, researcher workspaces, conference rooms, and collaboration areas. The consultant will evaluate opportunities for geothermal energy integration as part of the design process. Design Services will proceed for the entire project. An embedded program study will be required for this project. The available budget will determine the building’s final square footage and programmatic elements, which may result in a different footprint than previously outlined. The construction value is estimated to be approximately $150,000,000. Consultants are required to register for this procurement opportunity on the Fund’s website at: https://sucf.suny.edu/design-consulting-services/procurements-advertised Once registered, consultants will receive an email with the applicable Request for Qualifications (RFQ) and the link to upload your Statement of Qualifications (SOQ) at the submission deadline. Once your registration is submitted, you will receive a confirmation number and the RFQ via email. Should you experience any issues with registering, email your request to: [email protected] SOQs must be submitted in the format prescribed by the Fund using the link provided in the email received after registration that supplies the RFQ. Required electronic copies of Statements of Qualifications (SOQs) must be received by the due date and time specified in the RFQ. Paper or emailed copies of SOQs will not be accepted. Budget estimate

$7,500,000 – $15,000,000

The solicitation indicates a construction value of about $150 million. Design‑and‑construction‑administration fees for large institutional projects typically range from 5 % to 10 % of construction cost, depending on scope and risk. Assuming a mid‑range fee of 7 % yields an estimated consultant award of roughly $10.5 million. A conservative low‑end (5 %) would be $7.5 million, while a high‑end (10 %) could approach $15 million. Factors influencing the final amount include the final square footage (budget‑driven), the extent of the embedded program study, and any additional sustainability or geothermal integration work.
