Description

The City of Riverside is seeking a qualified civil and/or traffic engineering firm to develop complete design documents, specifications, and detailed cost estimates for the Neighborhood Safety Investment Project – a Safe Streets for All grant‑funded capital improvement program. The services will include environmental/CEQA documentation, preliminary and final design plans, specifications, cost estimating, and construction‑phase support for roadway, bicycle, pedestrian, and traffic‑control improvements across an 8.21 sq mi area. The contract is a three‑year professional services agreement (with up to two one‑year extensions) and will be funded primarily through a $6.488 million federal grant. • Full set of design‑bid packages (plans, specs, engineer’s estimate) for bike lanes, sidewalks, signalized intersections, and traffic‑calming measures. • CEQA/NEPA compliance, permitting support, and coordination with City and utility agencies. • Ongoing construction‑phase services: shop‑drawing reviews, RFIs, change‑order analysis, and as‑built documentation. • Required deliverables in AutoCAD 2022/Civil 3D, both CAD and PDF formats, with bi‑weekly design meetings and monthly progress reports.

Budget estimate

$400,000 – $1,200,000

The solicitation’s design services are typically billed as a percentage of the construction cost. The referenced construction estimate (~$11.4 M) suggests a design fee in the 4‑10 % range, yielding an anticipated contract value between roughly $450 k and $1.1 M. Factors influencing the final amount include the exact scope (optional tasks), firm experience, and any additional construction‑phase support.
