Description

The City of Santa Barbara is seeking one or more vendors to supply and install electric vehicle supply equipment (EVSE) and to provide a five‑year managed charging services (MCS) platform for its fleet yard. The hardware component includes approximately 50 Level‑2 chargers, low‑power DC fast‑chargers (≈ 50 kW) and high‑power DC fast‑chargers (≥ 150 kW), along with all required mounting, cabling, and accessories. The MCS component requires a cloud‑based dashboard, OCPP‑compatible networking, real‑time monitoring, RFID access, data reporting to satisfy SCE Charge Ready Transport and California EnergI ZE program requirements, and a minimum 97 % network uptime guarantee. Optional services such as preventive maintenance, repair, extended warranties, and LCFS brokerage may be added for additional value. The contract is structured as separate purchase orders for hardware and a single 5‑year services agreement with up to five one‑year extensions.

Budget estimate

$3,000,000 – $7,000,000

No explicit contract value is disclosed. Based on the scope—~50 Level‑2 chargers (≈ $12‑$18k each), several DC fast‑chargers (≈ $70‑$120k each), installation, and a five‑year managed‑charging service with a robust dashboard—the hardware portion likely ranges $1.5 M–$2.5 M. The MCS component, including networking, data reporting, and support, could be $400k–$800k per year, totaling $2 M–$4 M over five years. Adding optional services (maintenance, LCFS brokerage) could push the total toward the high end. Therefore, a reasonable overall award estimate is roughly $3 M to $7 M.
