Description

The Drug-Free Communities (DFC) Support Program aims to establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent youth substance use. The program has two main goals: to establish and strengthen collaboration among communities to prevent and reduce substance abuse among youth, and to reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse. Key aspects of the program include: • Funding Type: Grant • Expected Awards: 50 • Period of Performance: 5 years in 12-month budget periods • Expected Total Program Funding: $31,250,000 • Expected Funding per Applicant per 12-month Budget Period: Up to $125,000 • Eligibility: Community-based coalitions that address youth substance use and have not previously received a DFC grant • Application Limits: One application per organization's Unique Entity Identifier (UEI) • Cost Sharing and Matching Funds: 100% match from non-federal sources required • Use of Opioid Settlement Funds: Allowed to satisfy the match requirement Some examples of acceptable in-kind match include: • The value of goods and services donated to the operation of the DFC coalition • Training programs sponsored by other coalitions or partners from the community • In-kind services provided by key personnel Unacceptable in-kind match includes federal funds, including those passed through a state or local government. Responsiveness criteria include meeting eligibility criteria, not proposing research activities, and not having another DFC grant. The selection process will fund applications in rank order based on the average of the reviewer scores, with potential prioritization for applicants proposing to reach rural, American Indian/Alaska Native, and economically disadvantaged communities. Post-award requirements include administrative and national policy requirements, reporting (financial and performance reports), and CDC award monitoring. Required training includes the New Recipient Virtual Training and the National Coalition Institute Training Program.
