The Residences at 340 North (Phase I) – Prequalification of Contractors for Horizontal Infrastructure

The Residences at 340 North is a multi-phase residential development project located in Estate St. Joseph and Rosendahl, St. Thomas, U.S. Virgin Islands. The project consists of approximately 80 residential units, including townhomes and single-family homes, along with all supporting infrastructure. Phase I of the project includes the construction of approximately 22 two-story townhome units, together with all associated infrastructure, utilities, and site improvements necessary to support both the initial phase and future development. A.C. Development, LLC is seeking qualified contractors to support the construction of the project. The contractors will be evaluated based on their relevant civil and infrastructure project experience, technical capability, key personnel, financial capacity, safety record, and experience with federally funded projects. • The project is expected to be constructed based on A.C. Development's approved construction drawings. • A mandatory pre-proposal conference and site visit will be held on May 29, 2026. • Contractors must submit their qualification statements electronically through the IonWave e-Procurement System by June 14, 2026. • The qualification statements will be evaluated, and a prequalified pool of licensed contractors will be established. • The prequalified contractors will be invited to participate in a subsequent Invitation for Bid (IFB) or Request for Proposal (RFP) for Package A, Horizontal Infrastructure.
