This solicitation seeks qualified title and escrow firms to provide on‑call, as‑needed real‑estate services for Caltrans projects in Tehama County. The contractor will issue preliminary title reports, conduct title‑record searches, provide title‑insurance policies, litigation guarantees, and manage escrow closings and reconveyances for parcels required for future state highway right‑of‑way acquisitions. All work must be performed by the contractor’s own staff (no subcontracting) and the firm must hold a valid California Title and Escrow license. The agreement is a five‑year multi‑provider on‑call contract with an initial three‑year service‑request window, and includes small‑business and DVBE preferences.
