Description
The California Department of Housing and Community Development (HCD) seeks a qualified title and escrow service provider to handle the transfer and assignment of up to 375 local‑government loan transactions affecting roughly 250 properties in the City of Lindsay, Tulare County. The contractor will prepare preliminary title reports, execute and record mortgage note assignments, deed of trust assignments, covenant assignments, and up to 10 % reconveyances, issue new ALTA lender’s title insurance policies for each loan, and perform up to three on‑site mobile notary visits. The base contract runs from February 1 2027 to January 31 2028 with two optional twelve‑month extensions. Bids are due electronically by 2 PM PT on December 10 2026. The award will be made to the lowest responsive and responsible bidder after applying any applicable small‑business or DVBE preferences.
• Scope includes title searches, document preparation, notarization, recording, and issuance of ALTA policies for ~375 loans.
• All work is remote except for up to three mobile notary trips in Lindsay; the contractor must be a licensed title insurer/agency and escrow service provider in California.
• Required insurance: $100 k CSL per occurrence, workers’ compensation, and compliance with numerous state statutes (sanctions, tax delinquency, DVBE, SB preferences, etc.).
