A02 Design-Build Contract for New Consulate Compound in Almaty, Kazakhstan

The U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), is seeking proposals for design-build construction services for a new consulate compound in Almaty, Kazakhstan. The project includes a new office building, compound access control facilities, support annex, utility building, mail screening facility, marine security guard quarters, and parking facilities. The estimated construction cost is approximately $300-400 million. The solicitation will consist of two phases: Phase I, which requires offerors to submit proposals for minimum mandatory requirements, and Phase II, which will require eligible offerors to submit technical and pricing proposals. • The project requires a Defense Counterintelligence and Security Agency (DCSA) Secret facility security clearance (FCL) with Secret safeguarding capability. • The offeror must be a U.S. Person or a U.S. Joint Venture Person, as defined in the Omnibus Diplomatic Security and Antiterrorism Act of 1986. • The offeror must have an active registration in the System for Award Management (SAM) database. • The offeror must demonstrate experience in performing similar construction work, with a contract or subcontract value of at least $190 million, as adjusted for inflation.
