Santa Fe County is seeking a qualified vendor to plan, develop, and prepare the County to operate a Children’s Mobile Response and Stabilization Service (CMRSS). The contract funds only the implementation and readiness activities – not direct service delivery – and includes hiring, training, certification, outreach, and toolkit development to enable future Medicaid‑reimbursable crisis response.
• Hire, train, and certify a two‑person mobile response team plus a Board‑Certified Clinical Supervisor using the 40‑hour NMSU Center of Innovation curriculum and CPI de‑escalation training.
• Participate in and address findings from the NM CMRSS Provider Readiness Assessment administered by CYFD Behavioral Health Services.
• Produce a community education/outreach plan, school‑referral toolkit, law‑enforcement liaison documents, and other implementation deliverables before the end of the one‑year funded phase.
• Manage all subcontractors, maintain records for six years, and meet insurance and indemnification requirements.
• Deliver a four‑year service agreement, with the first year dedicated to planning/implementation and subsequent years supporting ongoing operational readiness.
