The Indian Health Service (IHS) is conducting market research to identify qualified providers—particularly Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs)—capable of delivering Certified Nurse‑Midwife (CNM) services at Rosebud IHS Hospital in South Dakota. The anticipated contract will be a Firm‑Fixed‑Price, non‑personal services agreement covering the clinical capacity of two full‑time CNMs, including outpatient obstetric/gynecological care and 24‑hour on‑call emergency coverage. The work will be measured in “Month of Service” (MOS) units, with a base period of three months and up to three additional three‑month option periods, for a total potential performance of twelve months. IHS will provide facilities, equipment, and access to electronic health records at no cost; the contractor must supply qualified CNM personnel, manage staffing, maintain licenses and certifications, and ensure compliance with IHS policies, HIPAA, and credentialing requirements. Responses are due by September 1 2026 and must include a capability statement and, if applicable, the IHS Buy Indian Act representation form.
• Provide certified CNM services (prenatal, postpartum, gynecological, family planning, intrapartum, emergency OB on‑call) for Rosebud IHS Hospital.
• Cover two full‑time CNM equivalents (≈ 12 months total, base + 3 options).
• Firm‑Fixed‑Price per Month of Service; no hourly billing.
• Contractor supplies all staffing, licensing, malpractice insurance, and manages on‑call response (≤ 60 minutes).
• IHS furnishes clinic space, equipment, EHR access, and support services.
• Must meet credentialing, HIPAA, and tribal/IEE set‑aside requirements.
