Issuing Agents for Building and/or Electrical Permits

The State of Tennessee’s Department of Commerce and Insurance is seeking a private contractor to serve as an authorized issuing agent for state‑issued building and electrical permits. The contractor will collect permit fees from applicants, remit 100 % of those fees to the State, and receive a per‑permit issuing‑agent fee (up to $15 for building permits and up to $5 for electrical permits). The work is performed via the State’s online portal from one or more contractor‑designated locations, with required record‑keeping, reporting, and compliance certifications. • Collect and process permit fees, remit all funds to the State, and invoice monthly for the issuing‑agent fee. • Maintain an internet‑enabled device, use the State’s portal for payments, and provide telephone/email support for applicants. • Keep records for five years, submit periodic reports, and certify compliance with nondiscrimination, immigration, Iran divestment, and other statutory clauses. • Must be a Tennessee or contiguous‑state business, free of felony convictions, not a recent State employee or inspector, and registered for sales/use tax. The contract runs until 30 June 2030, with the award and start dates to be determined after evaluation of submissions received by 30 June 2026.
