DRAFT RFP - Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS)

The U.S. Department of Homeland Security (DHS) is seeking proposals for the Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The contract will provide tactical communications and technical investigative solutions to support DHS and other authorized agencies. The scope of work includes the provision of equipment and services for technical categories 1 and 2, including radio and television broadcasting and wireless communications equipment manufacturing, and engineering services. The contract has a minimum guaranteed award amount of $250.00 per contract and a maximum aggregate value of $3,493,067,952. • The contract will be issued with five 12-month ordering periods. • The contractor will be required to provide products and services within the IDIQ contract's statement of work and terms and conditions. • The contractor will be required to maintain a catalog of available products and services. • The contractor will be required to provide pricing for all products and services delivered under the contract. • The contract includes provisions for subcontracting, accounting, and appropriation data. • The contract includes provisions for inspection, acceptance, and rejection of deliverables. • The contract includes provisions for contract administration, including the role and responsibilities of government personnel. • The contract includes provisions for evaluation factors, including demonstrated prior experience, technical capability, and price.
