Description
The Pease Development Authority seeks a qualified consulting firm to develop and expand commercial air service at Portsmouth International Airport (PSM). The scope includes comprehensive market analysis, airline outreach, stakeholder coordination, grant assistance, data forecasting, and periodic reporting. The Authority will evaluate qualifications (40 pts), understanding of scope (30 pts), and references (30 pts) before short‑listing firms for a subsequent pricing phase.
• Conduct demographic, economic‑trend, and travel‑behavior analyses to identify viable new routes.
• Engage with airline network planners, represent PSM at industry conferences, and support negotiations.
• Coordinate with local stakeholders, assist with SCASDP and other grant applications, and deliver quarterly performance reports and a final strategic plan within 90 days of award.
