Description
The City of Worcester is seeking a qualified consulting firm to lead the procurement, implementation, and ongoing management of a new Pharmacy Benefit Manager (PBM) for its self‑funded employee health plan covering more than 5,000 participants. The consultant will develop the RFP, evaluate vendor proposals, conduct interviews, negotiate contracts, assist with implementation, and provide continuous strategic and performance oversight throughout a one‑year contract (with optional renewals).
• Develop and issue a full PBM RFP, including scoring criteria and model responses.
• Analyze vendor proposals, narrow candidates, conduct finalist interviews, and negotiate final terms.
• Provide ongoing strategic advice, quarterly performance reviews, data‑mining for fraud/waste, and support for annual rate renewal and budgeting.
