Description

The County of Stanislaus is seeking a qualified organization to design, staff, and operate a 24/7 “no‑wrong‑door” substance‑use‑treatment access hub (START Hub) that also addresses co‑occurring mental‑health crises. The contractor must secure and equip a suitable facility, provide comprehensive screening, assessment, brief interventions, crisis stabilization, MAT linkage, and coordinated warm‑hand‑offs to ongoing care, while complying with CalAIM, DMC‑ODS, BHSA, and federal reporting standards. Robust data collection, quality‑improvement processes, and integration with county health‑information systems are required. Funding is primarily from Opioid Settlement Funds with additional Medicaid and block‑grant reimbursements. • Operate a 24 × 7 × 365 centralized SUT access and coordination hub in Modesto, CA • Provide intake, assessment, crisis response, MAT linkage, family support, and warm‑hand‑off services for individuals with substance‑use and co‑occurring mental‑health conditions • Secure and maintain an ADA‑compliant facility; reimbursement at $1.50 per ft²/month plus service‑based fees • Meet extensive reporting (CAL‑OMS‑Tx, DATAR, SUBG), HIPAA/42 CFR Part 2, and quality‑improvement requirements

Budget estimate

$2,000,000 – $5,000,000

No contract value is disclosed; however, the hub is funded primarily by Opioid Settlement Funds and will include facility rent ($1.50/ft²/month) plus service reimbursement for a 20‑month period. Assuming a modest 10,000 ft² facility (≈$15,000/month rent) and service fees averaging $150,000 per month for staffing, coordination, and clinical work, the total contract value could range from roughly $2 million to $5 million over the contract term. The lower bound reflects a smaller footprint and lean staffing; the upper bound assumes a larger facility, higher utilization, and extensive data‑reporting requirements.
