The State of South Carolina seeks a commercial‑off‑the‑shelf Software‑as‑a‑Service (SaaS) platform to track legislative activity, manage workflow, and provide reporting for the General Assembly and the Offices of the Circuit Solicitor. The contract is a fixed‑price, two‑year award with an optional two‑year renewal, and will be awarded to a single vendor after a best‑value evaluation that includes a technical demonstration. The solution must meet strict security standards, support mobile access, and maintain ≥ 99.5 % uptime.
• Must provide real‑time tracking of all SC bills, version comparison, committee/hearing notifications, and floor‑debate summaries.
• Required features include custom stakeholder fields, historical data access, document management, legislator position tracking, and export to PDF/Word/Excel.
• Vendor must hold current security certifications (e.g., SOC 2 Type II, ISO 27001), keep data within the continental U.S., and submit a completed Service Provider Security Assessment Questionnaire.
• Evaluation consists of Phase I (technical approach, experience, price) worth 80 points and Phase II (live demo) worth 20 points; the lowest‑priced responsive offer receives full price points.
