The State of Maryland Department of Labor seeks a single‑award, firm‑fixed‑price vendor to provide an unlimited, secure, user‑friendly online business and legal research platform for approximately 60 government professionals over a five‑year term. The contractor must deliver comprehensive federal, state, and Maryland‑specific legal content, advanced search and citation tools, mobile access, ongoing training, and 24/7 technical support—all included in a fixed monthly rate. The contract also requires compliance with accessibility (WCAG 2.1), SOC 2 Type 2 audits, and data‑security standards.
