Intent to sole source services for compliance with Texas RE and ERCOT

The U.S. Section of the International Boundary and Water Commission (USIBWC) is seeking a contractor to provide services for compliance with Texas RE and ERCOT standards at the Amistad Hydroelectric Power Plant. The contractor will be responsible for reviewing current electrical compliances, developing a new compliance plan, and providing feedback to the USIBWC Compliance Committee. The contractor will also be required to create and implement a complete CIP-002-5.1 program (Cyber Security Standard) for the NERC requirements. • The contractor shall review current Hydro Power Plants NERC Compliance Standards enforced by the Texas RE and develop a recommendation plan to update status on Amistad Power Plant. • The contractor shall submit all certifications required by the state of Texas for this type of consultant project and Quality Assurance Surveillance Plan (QASP). • The contractor shall provide a monthly status report due the last day of every month addressing status of the Compliance Plan Activity schedule. • The contractor shall assist USIBWC Compliance Committee with internal reviews and/or audits, periodic reporting or self-logging, and implementing new or revised standards in advance of the effective date.
