Description

The West Virginia Department of Environmental Protection (WVDEP) is soliciting Statements of Qualifications (SOQs) from qualified Design-Build Entities to provide Progressive Design-Build (PDB) services for the Ethel Hollow Stream Restoration project. The project aims to restore 4.46 miles of stream with altered stream flow, reduced overall capacity, and areas where new channels have formed. The goal is to perform reclamation and restoration work within the project area, potentially including the mainstream stems of Ethel Hollow, Little Dark Hollow, Big Dark Hollow, and associated tributaries. The project requires zero net impact on property owner-held carbon credits. Key aspects of the project include: • Establishing a collaborative relationship between the WVDEP and the Design-Build Team • Evaluating potential innovative approaches to enhance the value and/or reduce the risk of the work • Designing and constructing a project that optimizes improvements within the project budget and limits the likelihood of rework • Maintaining a safe, injury-free work site • Minimizing impacts to project stakeholders through close coordination with WVDEP • Demonstrating the advantages and disadvantages of design-build delivery • Regular reporting of project progress for feedback to WVDEP • Design-Builder activities to have zero net impact on property owner-held carbon credits within the project boundary throughout the project lifecycle
