The U.S. Army Engineer Corps of Engineers, Fort Worth District, is conducting a market survey to gather information on the potential use of Project Labor Agreements (PLAs) for large-scale construction projects. The specific project in question is the construction of a chapel to support military trainees at Lackland Air Force Base in Texas. The project will include worship spaces, education and administrative areas, and a trellis/plaza area designed to accommodate more than 19 distinct faith groups. The construction will require a standing seam metal roof, standard slab on grade, and concrete masonry unit walls. The project will also involve the demolition of two facilities and the removal of asbestos. Key aspects of the project include: • The project is expected to be a large-scale construction project with a target price range of $100,000,000 to $110,000,000. • The project will comply with Department of Defense Unified Facilities Criteria and DoD Antiterrorism/force protection requirements. • The use of PLAs is being considered to promote economy and efficiency in the administration and completion of Federal construction projects. • The market survey is seeking input from industry on the potential use of PLAs, including any experiences with PLAs on similar projects, skilled labor shortages, and time-sensitive issues.
