Unified Network and Navigation Operations (UNNO) Request for Information

The National Aeronautics and Space Administration (NASA) is seeking information from potential sources regarding an emerging opportunity for Unified Network and Navigation Operations (UNNO). The Space Communications and Navigation (SCaN) program is responsible for managing NASA's communications and navigation capabilities. The program is evolving its management and operational structure to form an integrated network operations team under the UNNO construct. The contractor will provide operations, maintenance, sustainment, integration, and continuous improvement for the existing networks as current capabilities transition and integrate new capabilities. Some key responsibilities include: • Supporting the evolution of the SCaN network toward common network management systems, tools, and processes • Integrating new missions, providers, and services into the SCaN One Network • Tracking key performance indicators on network performance • Providing enterprise coordination, operational standardization, and interoperability across SCaN network elements • Standardizing interfaces, protocols, and data exchange across the integrated networks • Providing network visibility and planning support. The contractor will work directly with the DSN and NSN Management teams to enable SCaN's continued evolution toward a more reliable, efficient, secure, and innovative integrated network. Some of the key services that will be supported include: • Near Space Network operations • Deep Space Network operations • Cross-Cutting Network Management functions • Mission Integration and Special Studies (MI&SS) support. The contract is expected to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract, and task orders will be created for network support within the framework of the functions defined in the Statement of Work.
