Job Order Contracting System Administrator

The State of Arizona is seeking a vendor to provide statewide Job Order Contracting (JOC) system administration services through a mandatory ID/IQ contract. The contractor will design, implement, maintain, and support a web‑based JOC platform, create and annually update a comprehensive Unit Price Book, deliver training and on‑site support, and provide automated reporting and audit‑trail capabilities. The contract has an initial 12‑month term with possible extensions up to five years, but no guaranteed minimum order volume. The award will be made via the Arizona Procurement Portal (APP) and the vendor must meet stringent insurance, IT‑security, and compliance requirements, including AZDOHS and GovRAMP certifications where applicable. • Provide full‑featured JOC system administration (24/7 availability, Windows‑compatible, audit trails). • Develop and maintain an Arizona‑specific Unit Price Book covering construction trades, with annual updates and ≤ 10 % non‑pre‑priced items per order. • Deliver on‑site and virtual training, ongoing support, and automated monthly/quarterly reporting for State agencies and cooperative buyers. • Meet insurance (CGL $2 M agg., Auto $1 M CSL, Workers’ Comp $1 M, Professional Liability $2 M), IT‑security (AZDOHS or GovRAMP), and all applicable Arizona statutes and administrative rules.
