Description
Douglas County is seeking a qualified environmental consultant to provide professional services related to landfill development, operations support, closure plan development, feasibility studies, and permit compliance for the Roseburg and Reedsport Landfills. The consultant will assist with regulatory negotiations, regulatory compliance, and provide technical support. The contract term will be for one year with the option to extend for up to three successive periods of 12 months each. The consultant must have experience with environmental engineering and be familiar with EPA and DEQ Quality Assurance Programs.
• The consultant will assist with regulatory negotiations associated with environmental permits
• The consultant will assist with regulatory compliance and tracking compliance tasks
• The consultant will provide technical support at meetings with the Public Works Director, Solid Waste Advisory Committee, and Board of County Commissioners
• The consultant will prepare annual environmental monitoring reports for the Reedsport and Roseburg landfills
• The consultant will coordinate sampling events required by site permits
• The consultant will update various plans, such as site development, stormwater pollution control, operations and maintenance
