The State of West Virginia’s Office of Special Reclamation is soliciting quotes for the comprehensive reclamation of the Buffalo Coal Company C1 EQ Basin (Permit S‑2003‑03) covering approximately 266 acres in Grant County. The work includes site mobilization, construction layout, quality‑control, site preparation, utilities (non‑bid), silt fence installation, revegetation, road construction and maintenance, extensive HDPE pipeline installation (gravity line, force mains of various diameters), EQ basin fill, valve vaults, stainless‑steel knifegate valves, culverts, farm fencing, electrical systems, and a 30 × 40‑ft pole building. All bids must be submitted electronically via WV‑OASIS by the closing date.
• Mobilization & demobilization (lump‑sum)
• Construction layout and quality‑control services
• Site preparation, silt fence, and revegetation (5 acres)
• Road construction (base & final layers, 700 LF each) and maintenance
• Installation of HDPE gravity and force mains (12”, 10”, 8”, 4”, 6”) totaling several thousand linear feet
• EQ basin back‑fill (35,000 CY) and 60 mil HDPE liner
• Valve vaults and stainless‑steel knifegate valves with actuators
• 18” HDPE dual‑wall culvert (120 LF) and farm fencing with gates (1,300 LF)
• Electrical work (lump‑sum) and a 30 × 40 ft pole building
