Description

The City of Claremont is seeking a contractor to operate a privately‑owned Material Recovery Facility (MRF) and process the city’s recyclable material stream, delivering monthly reports and maintaining required logs. The contractor must provide all labor, equipment, and facilities, operate during normal business hours, and comply with all relevant federal, state, and local regulations. An optional additive alternate allows the contractor to transport recyclables from the city yard to the MRF on a per‑trailer basis. The contract is for an initial three‑year term with two optional one‑year extensions, and payment will be on a per‑ton basis (rate to be proposed). • Operate and staff a fully‑permitted MRF to process 4,500‑5,000 tons of mixed recyclables per year. • Provide monthly reporting on deliveries, material characterization, and net weights; maintain a delivery log for City inspection. • Supply all labor, equipment, trailers, and software; maintain a scale house and comply with safety, environmental, and immigration regulations.

Budget estimate

$300,000 – $550,000

The City expects to deliver roughly 4,500‑5,000 tons of recyclables annually. The benchmark rate disclosed is $25 per ton, though the contractor will propose its own rate. Assuming rates between $25‑$35 per ton, annual revenue would range from about $112,500 to $175,000, yielding a three‑year contract value of roughly $340,000‑$525,000. Adjustments for CPI (capped at 3 % per year) and any optional per‑trailer fees could increase the total.
