Pallet Recycling (wood only)

The City of Phoenix is seeking a qualified contractor to manage the end‑to‑end recycling, repair, reuse, or composting of wood pallets supplied by the city. The contract runs for five years starting March 1 2027 (or the effective date, whichever is later) and requires the contractor to handle up to 200 pallets per day, provide pick‑up and delivery services at multiple city facilities, maintain accurate tracking and reporting, and comply with strict insurance, safety, and environmental standards. • Provide labor, equipment, and transportation to collect wood pallets from Public Works and Aviation facilities (up to 200 pallets/day). • Process pallets: reuse good‑condition pallets, repair or recycle broken pallets, compost unusable pallets; all methods must be approved by the City. • Maintain on‑site scales, keep wait times under 20 minutes, and issue detailed tickets for each load. • Submit monthly reconciliation and pricing reports, plus an annual summary; retain all records for 5 years. • Meet insurance requirements (minimum $4 M CG liability, $1 M auto, workers’ comp, etc.) and adhere to safety and environmental regulations. • Ability to respond to on‑demand, emergency, and special‑event pallet collection requests. • No extensions; contract awarded to the lowest responsive and responsible bidder.
