Liability, Backup-into-Structure and Subrogation Claim Services

The Sacramento Area Sewer District (SacSewer) is seeking one or more qualified consultants to provide comprehensive claim adjusting services covering liability claims, backup‑into‑structure (BIS) claims, and subrogation claims. The work includes program administration, data migration into a Claims Management Information System (CMIS), regular reporting (monthly, quarterly, year‑end), on‑site investigations, settlement negotiations, trust‑account management, and coordination with legal counsel and insurers. Consultants may submit proposals for any single service or all three, with the possibility of a single‑contract or multiple‑contract award. The contract will be awarded in November 2026, with services expected to continue through the existing contract expirations on December 31 2026 and potentially beyond under a new agreement. • Administer liability, BIS, and subrogation claim programs for a large public sewer utility (≈30 liability, 52 BIS, 15 subrogation claims per year). • Transfer existing claim data to consultant‑managed CMIS and maintain electronic claim files. • Provide detailed monthly, quarterly, and annual reports; conduct regular review meetings. • Manage a $50,000 trust account for liability settlements and reconcile monthly. • Perform on‑site investigations for BIS incidents and handle settlement authority up to $10,000 per incident. • Pursue recovery on subrogation claims and negotiate settlements. • Compensation on a time‑and‑expenses or lump‑sum basis, with a not‑to‑exceed ceiling.
