Description
The City of Norman is seeking an experienced emergency management consultant to review, update, and modernize its Emergency Operations Plan (EOP). The consultant will also provide training, conduct drills, and support implementation of the revised plan to ensure the city’s readiness for various hazards.
• Update the existing Emergency Operations Plan to reflect current best practices and local hazards.
• Deliver training sessions and conduct tabletop or functional exercises for city staff.
• Offer guidance on plan activation, coordination with local agencies, and post‑event recovery processes.
• Provide written documentation and recommendations for ongoing plan maintenance.
• Serve as a subject‑matter expert to assist the city during the transition to the new EOP.
