Description

The City of Tulsa is seeking a qualified operator/manager to assume full‑service management of the Carl Smith Sports Complex, a nine‑field adult softball facility with ancillary amenities such as playgrounds, concession buildings, and extensive parking. The contractor will be responsible for all aspects of operations, programming, staffing, security, utilities, and comprehensive building and grounds maintenance, as well as for operating concessions in compliance with health codes. The contract is a five‑year base term with the possibility of three additional non‑competitive five‑year renewals at the city’s discretion, and includes requirements for a $1 M performance bond, specific insurance coverages, and a profit‑sharing schedule with the City. • Management of tournament scheduling, league play, and community programming, including revenue generation through fees and admissions. • Full‑time staffing, background‑check compliance, security of equipment and facilities, and responsibility for all utility costs. • Complete maintenance of buildings, fields, irrigation, and grounds, plus operation of food and souvenir concessions (no alcohol or glass bottles unless approved). • Development of an Emergency Action Plan, solicitation of sponsorships, and submission of a capital‑improvement plan with potential City funding up to $100 k (and possible FEMA reimbursement). • Submission of a detailed cash‑flow/pro‑forma, profit‑sharing percentages, and compliance with insurance, bond, and performance requirements.

Budget estimate

$200,000 – $1,000,000

No fixed contract value is disclosed; the operator will generate revenue from field rentals, tournaments, concessions, parking, and sponsorships, then share a negotiated percentage of gross profit with the City. Assuming a modest annual gross revenue of $2‑5 million (based on comparable 9‑field softball complexes) and a profit‑share rate ranging from 5‑15%, the City’s annual earnings could be $100‑$750 k. The operator’s net profit after covering utilities, maintenance, staffing, insurance, and the $1 M performance bond could fall between $200 k and $1 M per year, yielding a total contract‑period budget (5‑year base) of roughly $1‑5 million. Factors influencing the range include actual event volume, concession sales, sponsorship deals, utility cost fluctuations, and the agreed profit‑sharing percentage.
