The Veterans Health Administration (VHA) intends to award a sole‑source, firm‑fixed‑price contract to People Designs (Durham, NC) to update, modernize, and provide ongoing support for the web‑based patient decision aid “Decide2Rest” used in the VA research project PULM‑005‑25S (obstructive sleep apnea). The effort includes a one‑year base period with four optional one‑year extensions (up to five years total). Scope of work covers content updates (adding values section, revising treatment options), technical upgrades for current browsers, media asset revisions, expanded anonymous usage tracking, assistance with study protocol design, and continuous technical support and maintenance. Deliverables include updated software, revised content, media assets, usage‑tracking reports, protocol documentation, support logs, and regular meeting minutes. Personnel requirements specify a lead with ≥10 years health‑communications experience, a technical lead with ≥5 years web‑health tool development, and a project coordinator.
