Notice of Intent to Award a Sole Source Contract for NPTLOX Maintenance and Repair

The Air Force Medical Service (AFMS) and Air Mobility Command (AMC) intend to award a sole-source contract for non-commercial, depot-level maintenance and repair services for the Government's fleet of Next Generation Therapeutic Liquid Oxygen (NPTLOX) systems. The services include scheduled 36-month preventative maintenance, unscheduled major/minor repairs, and mandatory safety upgrades. A critical component of this service is the contractor's unique authority to issue or re-issue the military "Safe-to-Fly" (STF) airworthiness certification for the NPTLOX system after any depot-level service is performed. Key points to consider: • The contract is for a critical piece of military aviation life support equipment. • The contractor must have the ability to access proprietary OEM parts and data. • The contractor must be able to provide the mandatory STF airworthiness recertification. • The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
