Description

The NOAA Great Lakes Environmental Research Laboratory requires a specialized laboratory to analyze 285 water samples for multiple microcystin toxin metabolites collected from Lake Erie and Lake Huron between 2025‑2027. The work includes detection of 13‑21 distinct microcystin congeners at varying sensitivity thresholds, post‑genetic determination and stress‑experiment processing. Results will support research on harmful algal blooms, toxin production, phytoplankton community shifts, and associated human and ecosystem health risks. The contract will be performed at GLERL in Ann Arbor, Michigan, with a performance period of one year (Sept 21 2026 – Sept 20 2027). BSA Environmental Services, Inc. is identified as the sole capable source, but other firms may submit written capability statements. • Analyze 285 samples for 13‑21 microcystin metabolites. • Perform testing at GLERL, Ann Arbor, MI. • Deliver analytical findings to NOAA representatives. • Support ongoing HAB research and risk assessment. • Period of performance: 21 Sep 2026 – 20 Sep 2027.

Budget estimate

$200,000 – $500,000

The solicitation does not disclose a contract value. Analyzing 285 specialized toxin samples with high‑precision equipment and expert staff typically ranges from $200,000 to $500,000 for a one‑year effort, depending on labor rates, reagent costs, and the need for unique chemical standards. Therefore, a reasonable estimate for the award value is between $200 K and $500 K.
