CANCELED-Capital Improv Plan Owner’s Rep Services for ECR-Reissue

The City of West Palm Beach, acting as agent for the East Central Regional Wastewater Facilities Operation Board (ECR), is seeking qualified firms to serve as Owner’s Representative for the implementation of the ECR Wastewater Treatment Facilities Capital Improvement Plan. The selected firm will act as Program Manager, overseeing administrative and technical activities across multiple project phases—including studies, design, evaluation, bidding, construction, and providing input at ECR Board meetings. This role requires extensive experience in owners‑representation for large‑scale capital improvement programs, strong project management capabilities, and familiarity with wastewater treatment facility operations. • Provide program‑level management and coordination for all ECR Capital Improvement Plan projects. • Oversee technical reviews, design development, bid preparation, and construction oversight. • Serve as the City’s liaison to the ECR Board, presenting status updates and recommendations. • Ensure compliance with regulatory, budgetary, and schedule requirements throughout the CIP lifecycle. • Deliver professional reports, documentation, and recommendations to both the City and ECR Board.
