Description

The City of Pompano Beach is soliciting experienced and qualified firms to provide medical insurance with fully insured and self-funded options for its employees, officials, retirees, COBRA participants, and their families. The selected Proposer will provide employee medical benefits program services, including implementation support, open enrollment assistance, employee communications, eligibility file integration, ongoing account management, reporting, wellness program support, and all related administrative services necessary to deliver the proposed coverage. Proposers must be registered on the City's eBid System to view the solicitation documents and respond to this solicitation. Key requirements include providing premium rate information, qualifications of personnel, prior experience, and references. The City anticipates awarding a Service Agreement for an initial term of five years, with the option to renew for up to two additional one-year terms. Some key points to consider are: • The City is looking for a firm that can provide high-quality medical coverage at an affordable cost. • The selected Proposer will be required to provide a comprehensive provider network analysis and a detailed comparison of their proposed benefit plans to the City's current plan designs. • The City is committed to ensuring the participation of local businesses in the procurement process and has established a Local Business Program to promote this goal. • Proposers must comply with all applicable laws and regulations, including those related to public records, lobbying, and conflicts of interest.

Budget estimate

$5,000,000 – $15,000,000

The estimated budget for this opportunity is difficult to determine without more information about the number of employees and dependents to be covered, as well as the specific services and coverage options to be provided. However, based on industry benchmarks and the City's requirements, a rough estimate for the annual cost of the medical benefits program could be in the range of $5 million to $15 million, depending on the scope of services and the number of participants. This estimate is based on average annual costs per employee for similar programs and the City's stated goal of providing high-quality coverage at an affordable cost.
