Description

The City of Garland’s utility, Garland Power & Light, is soliciting bids for the complete retubing of the Ray Olinger Unit #1 condenser. The contractor must remove existing steel waterboxes and ~8,200 Admiralty tubes, install new SS‑304L tubing supplied by the owner, perform staking, gasket replacement, epoxy coating of waterboxes, and conduct hydro‑testing and post‑installation inspections. The work must be completed during a planned outage beginning Spring 2027 and the retubed unit must be back in service by Fall 2027. The bid is a Best‑Value sealed bid; all required forms, insurance certificates, and a detailed work plan must be submitted. An optional site visit is offered on 9 Sept 2026. • Scope includes tube removal, cleaning, conditioning, staking, SS‑304L tube installation, expansion, trimming, waterbox epoxy coating, and hydro‑test. • Contractor must provide labor, rigging, tooling, waste‑metal handling, and optional scaffold services. • Owner supplies SS‑304L tubing, waterbox hardware, and utilities; contractor supplies all installation labor, consumables, and quality‑control documentation. • Schedule: Start Spring 2027, complete and return to service by Fall 2027 (≈12 months). • Mandatory compliance with ASME, AWS, ASTM, HEI standards and owner‑approved procedures. • Submission deadline 1 Oct 2026; questions due 25 Sept 2026.

Budget estimate

$5,000,000 – $12,000,000

Retubing a 75 MW condenser is a capital‑intensive project involving thousands of stainless‑steel tubes, specialized rigging, epoxy coating, and extensive testing. Similar power‑plant retube contracts typically range from $5 million to $12 million depending on material costs, labor rates, and optional scaffold services. Assuming average material costs (~$150 per tube) for ~8,250 tubes plus labor, tooling, and overhead, the bid value is likely in the $5‑10 million band, with potential upward adjustments for extended schedule or additional optional scopes.
