Description

The U.S. Air Force is soliciting a contractor to design, fabricate, and install blast deflector fences (airfield blast shields) on the South Apron of Dyess AFB, Texas. The work includes providing all materials, labor, equipment, and related services to construct five (5) primary blast shields and two (2) optional shields, paint aircraft parking numbers, and replace/repaint restricted‑area signage. The contractor must follow strict specifications (IBC, UFC, ETL, etc.), use the Lynnco GS‑20‑2 type or approved alternates, and meet performance criteria for withstanding a B‑1B afterburner thrust of 30,000 lb at 90 ft. The project is a 100 % small‑business set‑aside valued between $1 M and $5 M, with a 60‑day performance window after notice to proceed. • Scope: Fabrication, erection, and finishing of steel blast deflector fences (curved, non‑perforated, galvanized). • Quantity: 5 primary shields; optional 2 additional shields plus signage work. • Location: Dyess Air Force Base, TX (South Apron). • Key dates: Site visit 5 Oct 2026, Questions due 9 Oct 2026, Proposals due 15 Oct 2026. • Performance period: 60 calendar days after notice to proceed (must start within 10 days). • Mandatory requirements: Small‑business set‑aside, performance/payment bonds, compliance with federal, state, and local codes, and submission of material submittals on AF Form 3000. • Evaluation factors: Technical compliance, ability to meet blast‑load criteria, prior experience with similar defense‑grade blast deflectors.

Budget estimate

$1,000,000 – $5,000,000

The solicitation states the contract magnitude is between $1,000,000 and $5,000,000. Because the work involves custom steel fabrication, specialized installation, and compliance with stringent defense specifications, the award is likely to fall toward the higher end of that range, especially if the optional line‑item (signage and additional shields) is exercised. Therefore, a reasonable estimate for the contractor’s revenue is $1 M – $5 M, with the final amount dependent on the selected options and any change orders.
