Screening System Data Consortium Cooperative Research and Development Agreement (CRADA)

The Department of Homeland Security’s Science & Technology Directorate, through the Transportation Security Laboratory, is seeking industry input via an RFI to shape a Cooperative Research and Development Agreement (CRADA) that will create a Screening System Data Consortium. The consortium will serve as a data‑sharing platform for real and synthetic X‑ray CT, millimeter‑wave, and other sensor data to support the development, verification, and validation of concealed‑threat detection algorithms, including machine‑learning models. Participation is voluntary, fee‑free, and requires compliance with SSI handling, suitability clearances, and non‑disclosure obligations. The effort is intended to run for an initial three‑year term (renewable) and will provide members with secure API access, version‑controlled data sets, and the possibility of downstream testing opportunities with TSA. • Scope: collect, curate, annotate, and distribute screening‑system sensor data (real & synthetic) for algorithm developers. • No funding or fees are offered; the value is access to a large, curated data repository and potential future testing contracts. • Required actions: submit comments by 17 June 2026, register for the Industry Day (if attending), and comply with SSI and suitability requirements.
