Description
The Port of Cascade Locks is seeking a consultant to develop a Comprehensive Land Use and Real Estate Investment Plan. The plan will guide economic development initiatives for the next five years across the Port's industrial, commercial, public, recreational, and residential holdings. The consultant will identify and evaluate properties, recommend acquisition or disposition strategies, and estimate ROI and economic impact. Key tasks include site tours, stakeholder engagement, zoning and infrastructure evaluation, market feasibility and ROI modeling, and drafting and finalizing the plan.
• The consultant will assess the potential to rezone and partition existing large industrial parcels owned by the Port.
• The consultant will evaluate legal, zoning, and financial feasibility for property transactions.
• The consultant will estimate costs, timeframes, and potential return on investment of rezoning actions.
• The consultant will recommend updates to the zoning map and development code as applicable.
