The Department of the Interior, on behalf of OSHA, is issuing a small‑business set‑aside firm‑fixed‑price solicitation for comprehensive Architecture‑Engineering design and phased renovation services for OSHA’s suites in the Frances Perkins Building, Washington, DC. The contractor will deliver schematic through issued‑for‑construction drawings, cost estimates, and a detailed construction‑phasing plan, and may optionally provide construction‑procurement assistance and management services. The effort must be completed within a 12‑month period and requires DC‑licensed senior personnel (architect, project manager, interior designer). All data produced become Government property, and the contractor must maintain a Quality‑Control Program and comply with accessibility, fire‑life‑safety, and historic/archaeological safeguards.
• Full‑service A/E design (schematic, design‑development, construction documents) for a ~37,418 sf interior renovation.
• Development of a detailed phasing plan to minimize disruption to OSHA staff, including swing‑space and after‑hours work.
• Optional construction‑procurement assistance and construction‑administration services (pre‑construction, submittal review, site inspections, as‑built).
• Mandatory DC licensing for key personnel, SAM registration, and compliance with PBS P100, IBC, NFPA, ABA accessibility standards.
