The State of Colorado Governor's Office of Information Technology (OIT) is soliciting proposals from qualified consultants to provide specialized contract pricing analysis and market research services. The purpose of this engagement is to assist OIT with preparation for, and support of, price negotiations with existing contractors. The selected consultant will provide market research to determine the most advantageous pricing to the State based on what other government agencies are paying for similar goods and services. The consultant will also provide negotiation talking points and strategies for use during the negotiation. The contract will be for a term of one year with four additional option years.
Key points to consider:
• The consultant will provide market research and negotiation support on an ad-hoc basis under a Main Task Order Contract (MTOK).
• The consultant will be paid a percentage of the cost savings if the negotiation is successful.
• The consultant must recuse themselves from accepting an engagement if they have any percentage of ownership or direct business dealings with the firm quoting goods and services to OIT.
• The consultant must execute and adhere to the terms of a Non-Disclosure Agreement (NDA) for each engagement.
• The consultant must provide a quote estimating the potential cost savings to OIT within 10 business days of OIT's request.
• The consultant must provide market research as justification along with draft talking points for OIT review and formal approval prior to use in negotiation.
