Laboratory Services

The City of Palo Alto is seeking proposals from qualified analytical laboratories to provide laboratory services for a three-year period. The services include the evaluation of potable water, reclaimed water, wastewater, dewatered biosolids, and industrial discharges for a series of analytical constituents. The City is looking for one or more reliable laboratories that can meet all of the performance requirements indicated in the RFP. The scope of work includes sample pickup and receipt, analysis, laboratory certification and methodology, reporting, notification, experience and consultation, and quality assurance. • The laboratory must have experience in organic and inorganic analyses of biosolids, wastewater, reclaimed water, and potable water. • The laboratory must have a quality assurance program in place, including sample handling and preservation, employee training, performance checks, equipment maintenance and calibration, and data storage/retrieval systems. • The laboratory must be certified by the Environmental Laboratory Accreditation Program (CA ELAP). • The laboratory must provide a proposal that includes a description of their approach, qualifications, and experience, as well as a cost proposal and evidence of financial stability.
