The Missouri Department of Social Services is seeking a contract for SkillUP Program Services, which provides Supplemental Nutrition Assistance Program (SNAP) participants with opportunities to gain skills, training, or experience that will improve their ability to attain employment and decrease their dependency on public assistance programs. The contract will be with the Missouri Community College Association (MCCA) to work with their network of community colleges for the purchase of services related to the federal Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) initiative.
• The contract period is from October 1, 2026, through September 30, 2027, with three one-year renewal options.
• The MCCA will leverage its established network to coordinate with both community colleges and the Department of Social Services to actively improve opportunities for participants to enter or advance within the skilled workforce and earn a livable wage.
• The MCCA is considered a single feasible source because it was established to unify and represent all community colleges within the State of Missouri and is the only vendor in Missouri possessing the necessary linkages and direct reoccurring communications within Missouri’s community colleges to meet the needs and requirements for the needed SkillUp services.
