City of Raleigh Parking Study

The City of Raleigh is seeking a qualified firm to prepare a parking study, which will inform and guide the City's efforts to modernize parking policies, pricing, facilities, inventory, technology, and related considerations. The study will be broken into two phases: Phase 1 will focus on a downtown parking assessment and pricing analysis, while Phase 2 will review and analyze the overall curbside within city limits, policy review, enforcement zones, staffing, customer service operations, and specific parking program operations. The selected firm will provide all usual and customary project administration, including participation in a kick-off meeting, monthly or bi-weekly meetings, and submission of monthly progress reports. • The firm will conduct an inventory of downtown parking, including private and public spaces, and develop a pricing strategy for on-street and off-street parking. • The firm will review and analyze the City's ten garage facilities, including a parking garage condition assessment and opportunities for adding solar panels. • The firm will identify signage opportunities at each garage facility and provide best management practices for garage facilities security elements. • The firm will review current ADA spaces available within the downtown and Hillsborough districts and provide an assessment of strengths, weaknesses, and opportunities to add more ADA compliant curbside infrastructure. • The firm will conduct community outreach, including one-on-one or small group interviews with key interested parties and a community survey focused on parking in the downtown and Hillsborough districts.
