The Navy’s Naval Surface Warfare Center – Carderock Division seeks a small‑business contractor to provide comprehensive software‑engineering, data‑science, visualization, cybersecurity, and DevSecOps support for Advanced Signatures Technologies (AST). The effort will develop, integrate, test, deploy, and sustain a suite of software tools that deliver signatures‑tactical guidance, training, and synthetic simulation for Navy platforms, leveraging big‑data and cloud‑computing technologies. The contract is a Cost‑Plus‑Fixed‑Fee (CPFF) with an 8 % fee cap, spanning a base year plus four one‑year options, totaling up to five years of effort (≈200,640 labor hours).
