The State of South Carolina is seeking a vendor to deliver an AI‑driven, continuous‑monitoring platform for its statewide purchasing‑card (P‑Card) program. The solution must ingest 100 % of all P‑Card transaction data, apply machine‑learning models to detect policy violations and anomalous spending in near‑real time, and provide actionable alerts and reporting to multiple agency stakeholders. The contract begins with a pilot covering roughly 2 000 cardholders across three entities and may expand to a full statewide deployment with up to two three‑year renewal options.
• Audit all State P‑Card transactions using contextual AI and generate daily alerts for violations (e.g., split‑transactions, MCC blocks, credit‑limit breaches).
• Deliver dashboards, standard and ad‑hoc reports, and role‑based access controls for auditors, agency administrators, and cardholders.
