Emergency Operations Plan (EOP) Update for the City & Borough of Juneau (CBJ or City), Emergency Programs Division

The City and Borough of Juneau (CBJ) is seeking a consultant to update its Emergency Operations Plan (EOP). The current EOP was last revised in 2016 and no longer reflects the community's current risk environment, operational realities, or interagency partnerships. The updated EOP must align with FEMA Comprehensive Preparedness Guide 101 (CPG-101) and the National Incident Management System. The project has a fixed budget of $156,521.74 and a firm performance period. The contractor will collaborate with local, tribal, and non-profit organization community officials to develop an updated and comprehensive EOP. Key features of the project include: • Developing a single, authoritative Emergency Operations Plan that improves CBJ's ability to coordinate effective emergency response across departments, partner agencies, and jurisdictions • Aligning the EOP with FEMA Comprehensive Preparedness Guide 101 (CPG-101) and the National Incident Management System • Prioritizing usability, clarity, and coordination under operational conditions • Including hazard-specific annexes addressing the community's most significant risks • Providing functional guidance for evacuation, sheltering, emergency public information and warning, logistics, mass care, damage assessment, and recovery coordination • Ensuring the plan is usable under operational stress by personnel who did not participate in its development
