Description

The National Oceanic and Atmospheric Administration (NOAA) is seeking sources to research, develop, and field deploy rapid, genetic-based test kits to accurately identify the species of imported seafood. The goal is to establish a robust, efficient, and science-driven enforcement capacity at U.S. ports of entry, thereby protecting the integrity of the U.S. seafood market. The kits will use specific technology, a CRISPR-based genetic identification platform, to create test strips for the kits. Key points to consider: • The contract will focus on developing test kits for white shrimp and various tuna species. • The kits should provide accurate information on species identity within approximately 30 minutes without using complex laboratory equipment. • The technology uses genetic technology similar to what is desired for COVID-19 tests. • Contractors shall submit a Capability Statement to demonstrate how they meet the requirements of this Sources Sought notice. • The submitted Capability Statement shall include company overview, socioeconomic status, and demonstration of capabilities with the goals identified above.

Budget estimate

$500,000 – $5,000,000

The budget for this contract can be estimated based on the scope of work, which involves researching, developing, and field-deploying rapid genetic-based test kits. Considering the complexity and the potential impact on the U.S. seafood market, the budget could range from $500,000 to $5 million. This estimation is based on the assumption that the contract will involve significant research and development, as well as the deployment of the test kits. Factors that may influence the likely payment range include the number of species to be tested, the complexity of the technology, and the scale of deployment.
