Description
The West Virginia Parkways Authority seeks a single vendor to design, build, operate, and maintain fast‑charging electric‑vehicle stations at three Turnpike travel plazas (Bluestone, Beckley, and Morton). The contract is a 5‑year lease with two optional five‑year renewals, requiring the vendor to fund all design, construction, and O&M costs, meet stringent performance and cybersecurity standards, and provide a revenue‑sharing model. The scope includes detailed engineering deliverables (30 % design, final design, record drawings), compliance with NEVI and federal regulations, and a minimum 85 % (or 97 % for Beckley) uptime.
• Design‑Build‑Operate‑Maintain (DBOM) solution for 12‑16 DC fast‑charging stalls per site.
• Full 24 × 7 O&M, rapid‑response service (≤ 3 hours), and cyber‑security plan.
• Mandatory compliance with NEVI, Buy America, Davis‑Bacon, ADA, NEPA, and other federal requirements.
• Vendor must submit detailed technical and financial proposals by 27 June 2024 and meet construction completion deadlines (Oct 20 2024 for Bluestone/Beckley; Oct 30 2026 for Morton).
