The State of Vermont Department of Environmental Conservation is seeking applications for the 2026 Solid Waste Implementation Program (SWIP). The program provides funding for municipalities to meet requirements for proper management and diversion of household hazardous waste and landfill banned materials as outlined in their Solid Waste Implementation Plans. The grant amounts are based on a set formula explained in the “Funding Allocation” section of this RFA. The scope of work includes projects that directly benefit the Supplier’s residents and Very Small Quantity Generators (VSQG) businesses, such as collection and management of household hazardous waste, implementation of public space recycling, and creation of recycling locations.
• Projects for collection and management of household hazardous waste (HHW), VSQG hazardous waste, special waste, and landfill-banned wastes consistent with requirements of the Vermont Materials Management Plan (MMP).
• Projects that implement the requirements for public space recycling, collection and processing of mandatory recyclables and food scraps, leaf and yard debris, and clean wood as specified in the Universal Recycling Law.
• Projects that fulfill requirements as defined in the MMP for Solid Waste Implementation Plans, not including staff time.
