• Site preparation (laser grading, stone‑base, drainage, sub‑soil work) to meet 0.50 % slope and ≥ 21 in/hr permeability.
• Installation of dual‑fiber synthetic turf (minimum 2¼ in pile, 72 oz/yd² total face weight) with recycled rubber‑sand infill.
• Goal‑system installation, field‑markings (football, soccer, lacrosse), testing (G‑max, HIC, permeability) and warranty documentation.
• Mandatory qualifications: ASBA Certified Field Builder, ≥ 3 comparable public‑agency turf projects within ~100 mi, and ≥ 3 installations ≥ 8 years old.
• Financial safeguards: 5 % bid bond, $1.5 M performance and payment bonds, extensive insurance (GL $2 M per occurrence, etc.).
